Trailer Import Ruling Moves Duty Risk Into Fleet Sourcing
The U.S. International Trade Commission found domestic trailer makers were harmed by Chinese imports, setting up duties that could affect dry van and refrigerated trailer sourcing.

The ruling moves toward duties
The U.S. International Trade Commission has determined that domestic trailer manufacturers were injured by imports of van-type trailers and trailer subassemblies from China, the first of three related decisions expected this fall.
The finding follows Commerce Department determinations that some imports were sold at less than fair value and subsidized by the Chinese government. Chinese manufacturers of dry van and refrigerated trailers, including units of China International Marine Containers and Vanguard National Trailer Corp., now face antidumping and countervailing duties once Commerce publishes the required Federal Register notice.
Mexico and Canada remain next
The case does not stop with China. Transport Topics reported that the decision sets up parallel investigations involving trailer imports from Mexico and Canada, with a separate Canada and Mexico decision expected in early 2027.
Federal data cited in the report shows imports of dry van and refrigerated trailers from China, Canada, and Mexico totaled 72,333 units in 2023, 48,751 in 2024, and 21,082 in the first half of 2025. Mexico accounted for most of those volumes, including 20,060 units in the first six months of 2025.
Why fleets should watch the sourcing lane
Commerce's preliminary June finding recommended countervailing duties ranging from 82.3% to 128.7% on trailers from China and 1.9% to 62.67% on trailers from Mexico. Final outcomes may differ, but those ranges are large enough to matter for any fleet buying dry vans, reefers, or trailer capacity through leasing partners.
Fleet buyers do not need to become trade lawyers. They do need to know whether pending orders, replacement schedules, and vendor quotes rely on production footprints that could be exposed to new duties or allocation pressure.
